Licensing
Rostechnadzor Licences
Authority: Federal Service for Environmental, Technological and Nuclear Supervision (Rostechnadzor).
Licence types and types of work
1. Operation of explosion- and fire-hazardous and chemically hazardous production facilities of hazard Classes I, II and III.
List of work under the appendix to Government Resolution No. 1661:
- Production or generation of flammable, oxidizing, combustible, explosive, toxic, highly toxic and environmentally hazardous substances.
- Use of such substances.
- Processing of such substances.
- Storage of such substances.
- Transportation of such substances.
- Destruction of such substances.
- Use and operation of equipment under excess pressure above 0.07 MPa: steam or gas; water above 115°C; and other liquids above their boiling temperature.
- Production of molten ferrous and non-ferrous metals and alloys based on them using equipment with a capacity of 500 kg or more.
- Mining and mineral-processing operations.
- Storage or processing of plant raw materials involving formation of explosive dust-air mixtures.
Hazard Class IV facilities are not subject to licensing.
2. Industrial-safety expert review — expert review of technical devices, buildings and structures at hazardous production facilities, documentation for mothballing or decommissioning such facilities, and industrial-safety declarations.
3. Mine-surveying activities — during construction and operation of mining enterprises, geological exploration and construction of underground structures.
4. Activities involving industrial explosives — manufacture, storage, use and distribution of explosives and products based on them for industrial purposes. This is a separate licensed activity. Ammunition and pyrotechnic products are licensed separately and do not fall within Rostechnadzor’s competence for this type of activity.
5. Activities in the field of nuclear energy use — siting, construction, operation and decommissioning of nuclear installations, radiation sources and storage facilities; handling of nuclear materials and radioactive substances. Regulated separately from Federal Law No. 99-FZ.
