Licence for entrepreneurial activity involving management of apartment buildings — organization of operation, maintenance and routine repair of common property in apartment buildings, provision of utility services and interaction with resource-supplying organizations.

• registration as a legal entity or individual entrepreneur in the Russian Federation; foreign entities are not eligible;
• the responsible officer or manager must hold a qualification certificate obtained after passing the relevant examination;
• the responsible officer, and from 1 September 2024 also founders or participants, must have no outstanding or unexpunged convictions for economic crimes or medium-gravity, serious or especially serious offences;
• the responsible officer and founders must not be listed in the register of disqualified persons;
• the organization must not be listed in the consolidated register of revoked licences;
• the company name must not be identical or confusingly similar to that of an organization previously licensed;
• compliance with information-disclosure requirements.

5 years fixed-term and renewable. The licence is valid within the constituent entity of the Russian Federation where it was issued.

10 business days, reduced from 30 days. The decision is made by the state housing-supervision authority based on the work of the regional licensing commission; the manager must pass a qualification examination.
